This template separates supplier invoices from the internal work needed to select, migrate, operate and leave payroll software. Complete it for a defined employer scenario and preserve evidence beside every number. Do not insert a national average.

Calculate ordinary post-promotion pricing separately from an introductory period. Record renewal and minimum commitment.
Selection and implementation
Budget researcher, payroll lead, finance, IT, security, privacy and legal time. Add supplier setup, data cleaning, migration, configuration, parallel runs, reconciliation, pension-provider testing, training, cutover and stabilisation.
HMRC's change-software warning explains why payroll-ID handling matters. Include resources to verify identifiers and year-to-date information rather than assuming an import is complete.
Operating and assurance cost
Estimate operator and reviewer time for each pay cycle, deadline support, access reviews, backups, restoration tests, supplier oversight, tax-year releases and staff training. Add a cost for maintaining documentation and handling leavers or role changes.
Separate product work from payroll liability or payment amounts. The PAYE bill and pension contributions are employer outflows, not the software budget, though transaction charges may belong here.
Contingency and scenarios
Create low, expected and high cases for headcount, extra runs, implementation effort and support incidents. Attach each contingency to a risk such as poor source data, an added entity or delayed pension integration.
Do not hide uncertainty in one unexplained percentage. Show trigger, likelihood assumption, cost and owner.
Benefits and decision
Record the existing baseline: staff time, outsourced fees, correction work and other costs actually displaced. Count only benefits attributable to the change. Include any continuing manual tasks.
Calculate cash outlay, total economic cost, payback and net benefit without presenting a point estimate as certain. Run downside cases.
Approve the budget through named payroll, finance, security and contract gates. Review actual spend and outcomes after each early payroll, at renewal and after the tax-year transition. Keep the original version so later variance has a defensible baseline.

Do not add every scenario to the expected total if they cannot occur together. Finance should approve the selected treatment.
Actual-versus-budget log
For every invoice or internal work entry, retain date, supplier or role, category, quantity, amount, VAT and evidence. Explain variance as timing, volume, unit price, scope or estimation error. This makes the next forecast more useful.
Separate payroll funds from software costs. Employee net pay, PAYE and pension contributions belong to other cash and liability controls; only related transaction or service charges enter this technology budget.
Before renewal, refresh the employee forecast, normal price, modules, support record and exit estimate. A decision owner should compare the full cost of staying with the full transition cost of leaving before the contractual deadline.
